I really do not have a dog in this hunt that I discuss today. None of us do. There is absolutely nothing that can be done to change something that happened over 235 years ago. I am not even sure I would want to change the final outcome anyway. I just want to go back in time and try to understand the reasoning of WHY the founders chose to do what they did with what information may be available.

Why did the founding fathers decide to completely ditch the Articles of Confederation instead of making needed changes to it? They were highly intelligent, motivated, patriotic people. They had spent a couple years on the Articles drafting what they believed they wanted for the new nation. They had a vision and executed on the vision. Why totally dump it less than a decade later? How could they have gotten it so wrong the first time?

Could it be that the misgivings Patrick Henry had about the Declaration of Independence and Constitution were valid? He refused to sign both documents despite being a very influential leader and founding father. He could not stand the thoughts of states’ rights being restricted by a federal government that could become as the British were.

I smell a major conspiracy, but presently have no concrete evidence it actually existed. It could have been as it actually appears; a bunch of popular, bull headed patriots who had the upper hand politically using their prominence and power to make things go their way.

Again, I am not saying it was the wrong or right thing to do. I just find it curious that they did it, when the stated original intent of the assembly was to amend the Articles as desired and needed. I see historical articles and statements that the Articles were just too hard to amend, that the framework was not right, that delegates of states just could not find common ground, etc. Yet, General Assemblies (and equivalents) of seven states wanted everything left as is when their representatives first walked into the door of that assembly hall. There is one source linked below that gives the writer’s assessment of the primary reasons many founders wanted it changed. There are many such reports you can access, but most give similar reasoning that never get to the meat of “why” they chose to can the Articles instead of amend.

Did the Articles of Confederation actually fail? Seems to me that some of what was perceived to be failure was actually working as they originally intended when they approved them. Suspicious Cat wants to know why this governing document was suddenly perceived as so bad and why they could not make the changes that were desired and necessary to the existing governing document.

It seems one of the major unresolved issues was the same one Shay’s Rebellion represented. The federal and some state governments had lost the trust of the common man who had fought in the war. Not honoring the agreement to provide pensions to these patriot war fighters led to rebellions and much unrest in the new nation, especially when veterans lost homes and farms in the process. The primary problem appears to be that the Articles did not provide for the mandatory funding of the federal government by the states to honor the payments to veterans as well as to put down internal rebellions and other necessary federal functions. As it was it took private funding and sourcing of fighters to even put down Shay’s Rebellion as an example. That method could not be counted on throughout the thirteen states and a group of the founders were fearful that this problem could worsen and seriously endanger the nation.

It was a big deal.

The Newburgh Conspiracy

Just what was the Newburgh Conspiracy anyway? More importantly why did it scare the breeches off many of our founding fathers including the great George Washington?

Rock meet hard place. Just as we previously discussed with Shay’s Rebellion, so we now discuss a serious incident that occurred before Shay’s as the war ended in 1783. As always we will do what has to be done – follow the money. Or as in this case, figure out how to find some money.

The truth is that our new nation’s central government was dead broke and the states were also in bad financial shape from the war debts and mangled economies. The problem was that Robert Morris and others had offered lifetime pensions of half their active military pay for all retired war fighters to entice them to enlist. The bill came due to start paying. The vets needed the cash to help restart their lives and take care of their families since the fighting was done.

Oopsie, the federal treasury had about $125 K in cash versus about $6 million in debt. This was not good. The individual states were tapped out as well and starting to levy new and larger taxes to repay their own debts. The Articles of Confederation gave no taxing powers to the federal government. Its operation depended on requested, voluntarily paid state contributions from the same states that were nearly underwater fiscally.

The military members who were being stiffed were upset. They wanted what they had been promised, it was their blood that was spilled on the battlefields along with destruction of many of their farms and properties. The majority were even willing to cut what was due down to settle. None of the states would agree to compromise and solve the problem. Sorry, we have a bad connection, check back with us later were their attitudes. The Articles gave each the authority to operate their own states independently. They were in a superior position over the federal government.

The overall situation and response influenced a loose group of military discontents to get active discontenting and it was likely that George Washington’s old nemesis, Horatio Gates, was involved. Add in that some major founding fathers were very much in favor of finding ways for the war fighters to receive what was due. Some members of the Confederation Congress supported the funding; such as Alexander Hamilton, James Madison, Gouverneur Morris, and Robert Morris. Robert Morris basically said that if there was no pay for the veterans, then he was out of there. The government withheld from public release that he had resigned because they were afraid of the impact the news would have on the young nation. From that nasty disagreement we see one of the first major cover-ups in American history. Which is something that the feds have perfected over the years.

As we learn from the story, impending disaster was averted. I loved the description of George Washington’s acting chops. His timing and words worked to defuse the situation, such was the respect the military had for this great man. However, it did not resolve the injustice as Shay’s Rebellion demonstrated later. Per the information in the links and many other sources it was agreed that the Articles of Confederation had a serious flaw relating to how the states could refuse to pay the federal government the money it needed to honor the pension agreement and other federal debts and responsibilities.

We still need to know more.

Back To Articles Versus Constitution

So why did the states not just agree to strengthen the Articles to provide financially for the role of the federal government’s responsibilities that are stated in the document’s enumerated powers? An amendment(s) to do so was all that was needed to solve the immediate problems. Why did the states who wanted to remain large and in charge of their fates in accordance with the Articles agree to terminate it and go the route of the new Constitution? Inquiring minds want to know because it is still puzzling.

The founders set the terms for ratifying the Constitution. They bypassed the state legislatures, reasoning that their members would be reluctant to give up power to a national government. Instead, they called for special ratifying conventions in each state. Ratification by 9 of the 13 states enacted the new government. But at the time, only 6 of 13 states reported a pro-Constitution majority.

The Federalists, who believed that a strong central government was necessary to face the nation’s challenges, needed to convert at least three states. The Anti-Federalists fought hard against the Constitution because it created a powerful central government that reminded them of the one they had just overthrown, and it lacked a bill of rights.

I believe we have found our answer as to “why” they abandoned the Articles in favor of a new document. A powerful segment of founders would not accept modification of the Articles because a number of states did not want to lose their authority and power in the process. So the Federalists did a legal end run and called ratifying conventions in each state to elect representatives for the purpose. We can only speculate how they jockeyed to get more of their supporters appointed or elected to be delegates. As we later learned, all of these state delegates locked themselves into a hot assembly room and argued over the situation for three months before coming to a hard fought consensus and agreement to hammer out the details.

In reality the initially stated purpose of their attendance in the assembly was to amend the Articles of Confederation as needed. The delegates met for one purpose and a different purpose was escorted into being. The Federalists used the situation to undercut the current legal status quo to achieve their goals of creating a new governing document that was more suited to accomplishing their vision and goals for the country.

We need to understand what their end goals were and how to rationalize that it was prudent to do an end run around the state governments and the existing governing document. The mental gymnastics would need to include the fact that seven states up to that point were not pro-Constitution. So to get to nine in favor to make the change effective per the ruling Articles, the Federalists needed to flip three states.

I am not passing judgment on how it all worked out. However, it is clear the Federalists were very fearful of a weak federal government that could not respond appropriately to enemies and pressing issues of the nation. They wanted it to have the authority over the states to fund (tax) and enforce. States withholding funds at will was a big problem that needed fixed. The key for compromise was coming to an agreement about what enumerated powers the Constitution would have and addressing the authority for same. The Antifederalists were adamant in their beliefs that the federal government would supplant states’ rights in the process. They wanted no part of a British type government oppression to rear its ugly head again. Both sides eventually came to an agreement that included the Bill of Rights to protect the rights of citizens, but gave the Federalists what they wanted for central authority..

Knowing politics like I do, I wonder what horse trading was done to move people to one side or the other. Politics was as dirty then as it is now. Who received what to drop their opposition and go along? It is something we will probably never fully know, but it would be interesting to hear the gritty details and not the varnished view of lap dog historians.

Over the years that have followed we have seen the Constitution succeed and fail. Many of the failures were tied to omissions, some of which led to additional amendments. Many of the fears of the Antifederalists about civil liberties, oppressive taxation, and potential corruption in the federal government were realized. But so were the fears of the Federalists with the Civil War and other abuses. None probably foresaw a third branch of government, the judiciary that was charged with arbitrating disputes and law interpretations, going rogue to criminal to asset unauthorized power at times. But alas, that is exactly what has happened with politicization of branches and areas within government. We have reached the point that some of the ten listed weaknesses accorded the Articles of Confederation in the linked story now apply to the Constitution. It even seems that a few of those stated weaknesses of the Articles are now or could become strengths.

Or as stated by an Antifederalist on January 31, 1788 in Brutus 11 . “Is it prescience, or has the system always been the same?

“They will give the sense of every article of the constitution, that may from time to time come before them. And in their decisions they will not confine themselves to any fixed or established rules, but will determine, according to what appears to them, the reason and spirit of the constitution. The opinions of the supreme court, whatever they may be, will have the force of law; because there is no power provided in the constitution, that can correct their errors, or controul their adjudications. From this court there is no appeal. And I conceive the legislature themselves, cannot set aside a judgment of this court, because they are authorised by the constitution to decide in the last resort. The legislature must be controuled by the constitution, and not the constitution by them. They have therefore no more right to set aside any judgment pronounced upon the construction of the constitution, than they have to take from the president, the chief command of the army and navy, and commit it to some other person. The reason is plain; the judicial and executive derive their authority from the same source, that the legislature do theirs; and therefore in all cases, where the constitution does not make the one responsible to, or controulable by the other, they are altogether independent of each other.

The judicial power will operate to effect, in the most certain, but yet silent and imperceptible manner, what is evidently the tendency of the constitution: – I mean, an entire subversion of the legislative, executive and judicial powers of the individual states. Every adjudication of the supreme court, on any question that may arise upon the nature and extent of the general government, will affect the limits of the state jurisdiction. In proportion as the former enlarge the exercise of their powers, will that of the latter be restricted.”

“This power in the judicial, will enable them to mould the government, into almost any shape they please.”

Yup. Predicted then, subsequently observed multiple times, and it still continues to this day. As an example we can see the daily totals of fraud and abuse of tax payer funding from DOGE, yet, we are led to believe that We the People do not have standing with federal courts to pursue claims against the criminal elements within our own government and citizenship. The same tactic was used with the 2020 election cheat. The judiciary has insulated themselves within webs of legal trickery and collusion. Take a look at this explanation on “standing” and try to understand it as an average American citizen.

Not worth your time, was it?

My hope is that readers will see that our nation has always lived in contentious times, much of it by design. What we see today is not unique. The Constitution has its obvious flaws like all documents. Enforcement and the abuse of same is still a huge issue. However, the principles espoused are still the best mankind has ever produced. We just need to be willing to put in the work to not only support its continuance, but to pursue the improvements it needs through amendments to make it even better for the good of the nation today as well as the future, just like our founding fathers were willing to do.

We are not finished with this discussion. It turns out there was a pre-war condition on the ground with this conflict between Federalists and Antifederalists that is still being fought over today. It would be unfair to delay the answer even if it is too soon to discuss it in more detail. So, Spoiler Alert – the reason for much of the conflict between the two was that ugly word – taxes.

Some will probably have a good idea how that part will go since Alexander Hamilton was Washington’s Treasury Secretary charged with funding the new Constitutionally governed America. Seems there are many current references to Hamilton’s methods lately.

On to a couple more signers.

Caesar Rodney

Born on the family plantation known as Byfield in Dover, DE in 1728, Caesar Rodney was the oldest of two children of Caesar and Elizabeth Crawford Rodney. His maternal grandfather had immigrated to America in the early 1680’s and developed the plantation. After his death the Rodney family assumed control. His father had immigrated from England in the early 1680’s with William Penn and he owned a plantation with slaves at the time of Caesar’s birth. The Rodney family ancestry goes back to 1095 in England. His mother was the daughter of an Anglican rector of Christ’s Church in Dover. His father had also served as speaker of the Colonial Assembly in DE in 1704.

Like so many other signers, Caesar was informally homeschooled and had some training through local clergy until he left home to attend a Latin school as well as the College of Philadelphia (Penn) in his teen years. When his father died in 1746, DE Supreme Court Justice Nicholas Ridgely became his guardian.

Just living was not easy for Rodney. The following paragraph from the applicable Descendants site describes and also provides the words of John Adams, who knew him well.

No portrait of Caesar Rodney exists. We know that he was tormented throughout his life by asthma, and that his adult years were plagued by a facial cancer. He experienced expensive, painful, and futile medical treatments on the cancer. The clearest account of his appearance is found in John Adams’s diary of September 1774: “Saturday . . . this forenoon Mr. Caesar Rodney of the lower counties on Delaware River, was introduced to us. Caesar Rodney is the oddest-looking man in the world; he is tall, thin, and slender as a reed, pale; his face is not bigger than a large apple, yet there is sense and fire, spirit, wit and humor in his countenance.”

From this it is easy to see why he never married or had children, so he threw himself into his work. He was appointed sheriff of Kent County at age 27 and from that point on was elected and served in many offices. Eventually he was elected to serve in the First Continental Congress and signed the failed Olive Branch Petition seeking reconciliation with Britain. The next year he was made Speaker of the state’s Assembly when counties began declaring their independence.

The dramatic process of approving the Declaration for DE is well documented. The state had left it up to the decisions of McKean, Read and Rodney. McKean was for independence and Read against. That let Rodney to break the deadlock. He is reported to having rode horseback or via carriage all night in a torrential rain to arrive in Philadelphia to break the tie for the vote for independence in DE. In his words, “I arrived in Congress (tho detained by thunder and rain) time enough to give my voice in the matter of independence . . . We have now got through the whole of the declaration and ordered it to be printed so that you will soon have the pleasure of seeing it.

The area in DE he represented was loyalist dominated. As a result of his decision they refused to reelect him. However, the effects of war in the state changed that attitude and he was elected to President of Delaware for a three year term in 1778. Throughout the conflict he served as Brigadier General of the DE militia and engaged in battles at his friend, Gen. George Washington’s direction throughout the war. Washington held a high opinion of him and noted that when the state failed to provide for the militia as needed, Rodney did so out of his own financial resources.

He lived long enough to see the end of the war. In 1784 his frail body gave out and he passed away. The Descendant’s site gives this description of the man, “He was reported to be a temperate, forbearing and patient man. He was probably what we would today call a “consensus builder.” He was a pragmatic realist, with a wry and ironic sense of life and human nature. He inspired real affection among those who knew and worked with him.” I found no derogatory comments or accounts of the man in my research, a rarity.

Rodney had come to view slavery as something that should be abolished despite having 200 slaves on the Byfield plantation. With his death he made a proclamation that all should receive gradual emancipation.

There was a statute of this great patriot placed in Statuary Hall in the U. S. Capitol. We have all been blessed by the contributions of this great American patriot.

Samuel Chase

Samuel Chase was born in 1741 to Rev. Thomas Chase and his wife, Matilda Walker Chase in Princess Anne, MD. His father had immigrated to the area to serve a new church for the Church of England. Samuel’s mother passed away the year he was born. He was educated at home. At age 18 he went to Annapolis to study law under attorney John Hall. He was admitted to the bar in the 1761-63 time frame and opened a law practice there. It was during these years he was given the nickname of “Old Bacon Face” for how his complexion looked when he was angered or agitated.

In 1762 he married Anne Baldwin. They had seven children, with four surviving to adulthood. In 1764 he was elected to the MD General Assembly, which continued for twenty years. However, he was known to be foul mouthed and adversarial toward anything loyalist and Tory. He openly called them out and worked against everything they tried to accomplish. He helped start the local Sons of Liberty chapter with friend and fellow signer, William Paca. He was a vocal critic of the 1765 Stamp Act and all oppressive acts of the British through the Revolutionary War. He was an adamant proponent of boycotts to send messages to the British Parliament.

He wrote the following to John Duane, a delegate of NY in early 1775, “When I reflect on the enormous Influence of the Crown, the System of Corruption introduced as the Art of Government, the Venality of the Electors (the radical Source of every other Evil), the open and repeated violations, by Parliament of the Constitution . . I have not the least Dawn of Hope in the Justice, Humanity, Wisdom or Virtue of the British Nation. I consider them as one of the most abandoned and wicked People under the Sun . . . . Our Dependence must be on God and ourselves.”

When the battles of Lexington and Concord happened, he knew his fears were confirmed. Prior to the declaration of war he served on the Annapolis Convention and on the MD Committee of Safety in 1775. He was chosen as a delegate to both the first and second Continental Congress, during which time he approved and signed the Declaration. Not long after that his wife, Anne, died and left him to raise their four children. Years later he remarried a woman that was only four years older than his oldest child.

There is not enough time and attention span left to detail all of the activities and involvements of Chase from that point. It is an amazing story of extreme highs and lows. There is one major point left I wanted to address that is in the link. Who was the one U. S. Supreme Court Justice that was impeached? Yup, Samuel Chase in 1804 at the direction of President Thomas Jefferson. He was acquitted of all charges. I wonder what Chief Justice Roberts would think of that happening to him after his most recent comments and lack of attention to pressing national defense issues coming through the court system? Impeachment procedures exist for good reasons. That they may be used in error or for abusive reasons is not the issue. That the procedures are available and used when legal and appropriate to do so is the benefit to American citizens. Judges are in public service. We the People are the public they serve, not personally aligned political parties and never those that cross our borders illegally who are not citizens.

It is equally important for We the People to have the ability to fire as it is to hire.

Samuel Chase passed away in 1811. This lightning rod of controversy and opinions will always be remembered for the strength of his convictions and willingness to stand on principle. He was an important American patriot in the cause for liberty and freedom.

Tariff makes sense to me. If German charges US 25% on all goods coming from US into German and US does not charge anything for German goods then Germans buy German goods because US goods are more expensive. US looses in that trade. When we put also tariff on German goods then Americans might choose US goods instead the cheaper German goods. Did you know when my brother buys something from US he has to pay an import tax sometimes as much as the item costs. If I send him a gift he has to pay a sizable cost depending on value . Tariff will encourage Americans to buy US products just as other countries do. Other countries want to dump their stuff here and discourage their people to buy American.

Before I read today’s open I had read this article from GWP:

Some of their arguments center around states’ rights. I don’t have the legal expertise to tell if they have merit, but I can see a liberal judge going along with them. As I read it, I thought the states could completely subvert the intent of the law and the purity of voting systems by creating their owns rules. which is exactly what they have done.

…Among other things, the Elections Executive Order attempts to conscript State election officials in the President’s campaign to override our elections system. It also seeks to upend common-sense, well-established State procedures for counting ballots — procedures that make it easier for peoples’ voices to be heard.

“This EO is an unacceptable and unconstitutional intrusion on the rights of states and the power of Congress by an out-of-control executive branch hellbent on destroying 250 years of precedent,” said Attorney General Mayes. “Clearly, Trump only supports state’s rights when it suits him.”

The President has no constitutional power to rewrite State election laws by decree, nor does the President have the authority to modify the rules Congress has created for elections. The coalition’s lawsuit, filed in the U.S. District Court for the District of Massachusetts, explains that the power to regulate elections is reserved to the States and Congress, and that therefore, the Elections Executive Order is ultra vires, beyond the scope of presidential power, and violative of the separation of powers. The attorneys general ask the court to block the challenged provisions of the Elections Executive Order and declare them unconstitutional and void…

Funny how they have ZERO problem with an OUTSIDER, like Marc Elias (WHO DOES NOT HAVE STANDING WITHIN THAT STATE, I might add) and his pet judge overturning STATE ELECTION LAWS.

This Keeps Happening… Marc Elias Law Group Files Suit in Nevada to Prevent Election Integrity Group from Cleaning Up Voter Rolls

I too worked in a factory, but it was sewing factory. It was a decent job. Once i became familiar with my machine–the sky was the limit. we were paid piece rate. i was making incredible money for the times. once the boss discovered i was good and fast on my machine, he offered me jobs on other machines–making even more money. we weren’t with the ILGWA, so our bennies sucked and then Clinton did the whole NAFTA disaster and we closed with the next year.

From that I gather that it must be established that a foreign government has to be behind the incursion (but I’m no legal expert). It does say that all citizens of the hostile government can be deported, so that’s good. I don’t know if the 🐳 is from Venezuela.

But I don’t see why this act is needed. If the people are here illegally, send them home. In that case, the 🐳 has to go.

Thanks Kalbo. Just a bit of a lingering cough, an annoyance but not actual sickness. I got our taxes “done” last night…whew. That was weighing on me. I’ve got to make the clean copies & do a final double check before copying & mailing them, yeah I’m a dinosaur. Gotta help my dad get his paperwork together for their taxes, which my brother might assist in compiling & filing.

I HATE Tax season AND Taxes!!!

Your mention of Alexander Hamilton is interesting to me as I’m reading a bit of a history mystery that put forth the concept that AH had provided for our nation to get help from his descendants, in a time of its most dire need, by gold-based wealth that he had secretly amassed & hidden to only be used in extreme circumstances. The scenario of danger put forth in the book was secret global players trying to sneakily snatch up all of the globally available gold as a way to tank the US economy since US gold was mostly gone…

Not sure if Jenn Bregman’s invoking Dan Brown’s “The Da Vinci Code” is good idea. I only read that book to confirm how much I’d hate and loath it. Turned out to be a lot. I wasn’t alone as 87,000 others gave it a one star review. The only thing that attracted me to that book was the media’s non stop raving that went on and on. Even the non stop action was silly to the point of being ludicrous.

Yeah, I’ve never read DVC nor cared to. I think the publisher was trying to hook in readers. The Last Hamilton was an enjoyable read but not what I’d call action packed. It was paced nicely but not to stay up all night breathlessly turning pages 🙂

NEW: Appeals Court Halts Biden Judge’s Injunction, Allows DOGE Workers to Access Sensitive Information

Another court win for the Trump Admin!

A federal appeals court on Monday allowed Elon Musk’s DOGE team to access sensitive information.

Last month, a federal judge issued a preliminary injunction barring DOGE from accessing Education Department and OMP records.

US District Judge Deborah Boardman, a Biden appointee previously issued a TRO blocking the Department of Education and Office of Personnel Management (OPM) from sharing data with DOGE…

The Fourth Circuit Court of Appeals on Monday stayed Judge Boardman’s preliminary injunction in a 2-1 vote.

According to the AP, Judge G. Steven Agee, a George W. Bush appointee, blasted Judge Boardman and said she misread the legal precedent “requiring nothing more than abstract access to personal information to establish a concrete injury.”

Agee said the Trump DOJ demonstrated “a strong showing that it is likely to succeed on the merits of their appeal.”

Judge Julius Richardson, a Trump appointee, agreed with Judge Agee in a concurring opinion.

Judge Robert King, a Clinton appointee dissented and said Judge Boardman “got things right.”

Brief Update on deportation situation of son’s friend.

My middle son’s (“frat”) housemate was recently told he needed to leave his college & the country about a month before he was set to graduate with a double major. Supposedly his name had popped up on some database of criminal activity, his college was “forbidden” from assisting him, & he was supposed to be gone as of yesterday.

Yesterday Hubby spoke with our son’s friend/landlord’s dad & got a few more details. The green card Indian student had some type of traffic ticket in 2022. He either was under or uninsured & got caught (don’t know the details). He apparently paid the ticket & rectified the situation & thought nothing else about it. The ticket issuing cop did not indicate he needed to take further action. He didn’t report this run in w/ the law to immigration (nor did he know that he might need to do so).

This resolved traffic ticket appears to be the reason he was being forced to leave the US.

Apparently the school is going to give him about a month to figure something out & potentially allow him to receive his credits (and degrees?) if he resolves things by then.

Hopefully I’ll speak to my son soon to get further clarification.

Being on visa or green card can be tricky if one has any kind of run in with police.
I was so aware that in 45 years driving never got a ticket. I also knew if my husband divorced the children stay with him and I get deported. That is how it used to be and I guess the law is again enforced. One might think what happened to the student is new it is not except the law was ignored for too long.
Many years ago I read about a German woman whose husband divorced her she begged for someone to sponsor her so she could stay with her kids in the US. All sad stories but that is how it was and is.
Nothing in life is a guarantee and when one is a guest one needs to be super careful dot the i and cross the t .

That is great info–Thank You! My dad’s widowed GF became like the patriarch for multiple generations of the family who lived with him in Detroit. His grandson was living there as a college student & had an international student friend who needed a sponsor so GGP signed the papers because his GS asked if he’d help, apparently no one else would. GGP died in the late 50s, before I was born.

In the 90s a well off cousin hosted a Huge family reunion at the Amway Grand Hotel in Grand Rapids, in honor of his mom, my dad’s first cousin, they were descendants of this man, who along with his wife, was the subject of an in-depth genealogy book that they also gave to every family in attendance (partial source of my genealogy bug!). This sponsored international man was invited to this event as a part of the extended family clan. He spoke briefly & passionately about my GGF, through tears, about what a prince of a man he was through that 40+ years ago sponsorship that completely changed (& improved) the trajectory of his life. It was incredibly moving!

Operation Warp Speed……Timeline

OWS is a partnership among components of the Department of Health and Human Services (HHS), including the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), and the Biomedical Advanced Research and Development Authority (BARDA), and the Department of Defense (DoD).

OWS engages with private firms and other federal agencies, including the Department of Veterans Affairs.

It coordinated existing HHS-wide efforts, including the NIH’s Accelerating COVID-19 Therapeutic Interventions and Vaccines (ACTIV) partnership, NIH’s Rapid Acceleration of Diagnostics (RADx) initiative, and work by BARDA.

March 30:

HHS announced $456 million in funds for Johnson & Johnson’s (Janssen) candidate vaccine. Phase 1 clinical trials began in Belgium on July 24th and in the U.S on July 27th. Janssen’s large-scale Phase 3 clinical trial began on September 22, 2020, making them the fourth OWS candidate to enter Phase 3 clinical trials in the United States. Up to 60,000 volunteers will be enrolled in the trial at up to nearly 215 clinical research sites in the United States and internationally.

April 16:

HHS made up to $483 million in support available for Moderna’s candidate vaccine, which began Phase 1 trials on March 16 and received a fast-track designation from FDA.

This agreement was expanded on July 26 to include an additional $472 million to support late-stage clinical development, including the expanded Phase 3 study of the company’s mRNA vaccine, which began on July 27th.

May
May 21: HHS announced up to $1.2 billion in support for AstraZeneca’s candidate vaccine, developed in conjunction with the University of Oxford. The agreement is to make available at least 300 million doses of the vaccine for the United States, with the first doses delivered as early as October 2020, if the product successfully receives FDA EUA or licensure. AstraZeneca’s large-scale Phase 3 clinical trial began on August 31, 2020.

Select actions to support OWS vaccine and therapeutic development so far include:

July 7:

HHS announced $450 million in funds to support the large-scale manufacturing of Regeneron’s COVID-19 investigational anti-viral antibody treatment, REGN-COV2. This agreement is the first of a number of OWS awards to support potential therapeutics all the way through to manufacturing. As part of the manufacturing demonstration project, doses of the medicine will be packaged and ready to ship immediately if clinical trials are successful and FDA grants EUA or licensure.

July 7:

HHS announced $1.6 billion in funds to support the large-scale manufacturing of Novavax’s vaccine candidate. By funding Novavax’s manufacturing effort, the federal government will own the 100 million doses expected to result from the demonstration project.

July 22:

HHS announced up to $1.95 billion in funds to Pfizer for the large-scale manufacturing and nationwide distribution of 100 million doses of their vaccine candidate. The federal government will own the 100 million doses of vaccine initially produced as a result of this agreement, and Pfizer will deliver the doses in the United States if the product successfully receives FDA EUA or licensure, as outlined in FDA guidance, after completing demonstration of safety and efficacy in a large Phase 3 clinical trial, which began July 27th.

July 31:

HHS announced approximately $2 billion in funds to support the advanced development, including clinical trials and large scale manufacturing, of Sanofi and GlaxoSmithKline’s (GSK) investigational adjuvanted vaccine. By funding the manufacturing effort, the federal government will own the approximately 100 million doses expected to result from the demonstration project. The adjuvanted vaccine doses could be used in clinical trials or, if the FDA authorizes use, as outlined in agency guidance, the doses would be distributed as part of a COVID-19 vaccination campaign.

August 5:

HHS announced approximately $1 billion in funds to support the large-scale manufacturing and delivery of Johnson & Johnson’s (Janssen) investigational vaccine candidate. Under the terms of the agreement, the U.S. Government will own the resulting 100 million doses of vaccine, and will have the option to acquire more. The company’s investigational vaccine relies on Janssen’s recombinant adenovirus technology, AdVac, a technology used to develop and manufacture Janssen’s Ebola vaccine with BARDA support; that vaccine received European Commission approval and was used in the Democratic Republic of the Congo (DRC) and Rwanda during the 2018-2020 Ebola outbreak that began in the DRC.

August 11:

HHS announced up to $1.5 billion in funds to support the large-scale manufacturing and delivery of Moderna’s investigational vaccine candidate. Under the terms of the agreement, the U.S. Government will own the resulting 100 million doses of vaccine, and will have the option to acquire more. The vaccine, called mRNA-1273, has been co-developed by Moderna and scientists from the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. NIAID has continued to support the vaccine’s development including nonclinical studies and clinical trials. Additionally, BARDA has supported phase 2/3 clinical trials, vaccine manufacturing scale up and other development activities for this vaccine. The Phase 3 clinical trial, which began July 27, is the first government-funded Phase 3 clinical trial for a COVID-19 vaccine in the United States.

August 23: 

As part of the agency’s efforts to combat COVID-19, the FDA issued an emergency use authorization (EUA) for investigational convalescent plasma. Based on available scientific evidence, the FDA determined convalescent plasma may be effective in lessening the severity or shortening the length of COVID-19 illness in hospitalized patients, and that the known and potential benefits of the product outweigh the known and potential risks. The EUA authorizes the distribution of convalescent plasma in the U.S. as well as its administration by health care providers, as appropriate, to treat suspected or confirmed cases of COVID-19. Learn more about EUAs.

October 9:

HHS announced an agreement with AstraZeneca for late-stage development and large-scale manufacturing  of the company’s COVID-19 investigational product AZD7442, a cocktail of two monoclonal antibodies, that may help treat or prevent COVID-19. The goal of AstraZeneca’s partnership with the U.S. Government is to develop a monoclonal antibody cocktail that can help prevent infection.  An effective monoclonal antibody that can prevent COVID-19, particularly one that is long-lasting and delivered by intramuscular injection, may be of particular use in certain groups.  This includes people who have compromised immune function, those who are over 80 years old, and people undergoing medical treatments that preclude them from receiving a COVID-19 vaccine.

October 28:

HHS announced a $375 million agreement with Eli Lilly and Company to purchase the first doses of the company’s COVID-19 investigational antibody therapeutic bamlanivimab, also known as LY-CoV555. Bamlanivimab currently is being evaluated in Phase 3 clinical trials funded by Eli Lilly, in addition to clinical trials as part of the ACTIV public-private partnership. The FDA is reviewing bamlanivimab as a possible treatment for COVID-19 in outpatients. Monoclonal antibodies, which mimic the human immune system, bind to certain proteins of a virus, reducing the ability of the virus to infect human cells.

November 10:

HHS announced plans to allocate initial doses of Eli Lilly and Company’s investigational monoclonal antibody therapeutic, bamlanivimab, which received emergency use authorization from the FDA on November 9, for the treatment of non-hospitalized patients with mild or moderate confirmed cases of COVID-19. A data-driven system will ensure continued fair and equitable distribution of these new products. Weekly allocations to state and territorial health departments will be proportionally based on confirmed COVID-19 cases in each state and territory over the previous seven days, based on data hospitals and state health departments enter into the HHS Protect data collection platform. To find out how much bamlanivimab has been allocated to specific states, territories, and jurisdictions, visit the allocation dashboard. This dashboard will be updated each distribution week until the FDA issues a revised EUA indicating the U.S. government involvement in the allocation and distribution process is no longer needed.

November 23:

HHS announced plans to allocate initial doses of Regeneron’s investigational monoclonal antibody therapeutic, casirivimab and imdevimab, which received emergency use authorization from the U.S. Food and Drug Administration on November 21, 2020, for treatment of non-hospitalized patients with mild or moderate confirmed cases of COVID-19 at high risk of hospitalization. In July, the federal government announced federal funding to support large-scale manufacturing of the therapeutic with approximately 300,000 doses of the medicine expected to result from the project. HHS will allocate these government-owned doses equitably on a weekly basis to state and territorial health departments which, in turn, will determine which healthcare facilities receive the infusion drug. To find out how much of Regeneron’s therapeutic has been allocated to specific states, territories, and jurisdictions, visit the allocation dashboard. This dashboard will be updated each distribution week until the FDA issues a revised EUA indicating the U.S. government involvement in the allocation and distribution process is no longer needed.

December 11, 2020:

HHS announced an agreement with Moderna to acquire an additional 100 million doses of their COVID-19 vaccine candidate, bringing the total doses of mRNA-1273 owned by the federal government to 200 million. Under the agreement, Moderna will leverage its U.S.-based manufacturing capacity to fill, finish and ship vials of mRNA-1273 as the bulk material is produced. The additional doses ordered today provide for continuous delivery through the end of June 2021. This federal funding brings the total provided to Moderna for this vaccine, including vaccine development, clinical trials and manufacturing, to $4.1 billion. The government also has the option to acquire up to an additional 300 million doses of the Moderna vaccine.

December 11, 2020:

October 13: HHS announced a $31 million agreement with Cytiva to expand the company’s manufacturing capacity for products that are essential in producing COVID-19 vaccines, such as liquid and dry powder cell culture media, cell culture buffers, mixer bags, and XDR bioreactors. Cytiva is a major manufacturer of pharmaceutical consumables and hardware products and the primary supplier to many of the companies currently working with the U.S. government to develop COVID-19 vaccines. This capacity expansion will help Cytiva respond to the demand for COVID-19 vaccine consumables and hardware products without impacting on current manufacturing output.

Distribution
OWS and our private partners are developing a plan for delivering a safe and effective product to Americans as quickly and reliably as possible. Experts from HHS are leading vaccine development, while experts from DoD are partnering with the CDC and other parts of HHS to coordinate supply, production, and distribution of vaccines.

DoD and HHS announced a $138 million contract with ApiJect for more than 100 million prefilled syringes for distribution across the United States by year-end 2020, as well as the development of manufacturing capacity for the ultimate production goal of over 500 million prefilled syringes in 2021.

June 9:

HHS and DoD announced a joint effort to increase domestic manufacturing capacity for vials that may be needed for vaccines and treatments

June 11:

HHS announced $204 million in funds to Corning to expand the domestic manufacturing capacity to produce approximately 164 million Valor Glass vials per year if needed. Valor Glass provides chemical durability to minimize particulate contamination. The specialized glass allows for rapid filling and capping methods that can increase manufacturing throughput by as much as 50 percent compared with conventional filling lines, which in turn can reduce the overall manufacturing time for vaccines and therapies.

June 11:

HHS announced $143 million to SiO2 Materials Science to ramp up capacity to produce the company’s glass-coated plastic container, which can be used for drugs and vaccines. The new lines provide the capacity to produce an additional 120 million vials per year if needed.

August 14:

HHS and DoD announced that McKesson Corporation will be a central distributor of future COVID-19 vaccines and related supplies needed to administer the pandemic vaccinations. The CDC is executing an existing contract option with McKesson to support vaccine distribution. The company also distributed the H1N1 vaccine during the H1N1 pandemic in 2009-2010.

The current contract with McKesson, awarded as part of a competitive bidding process in 2016, includes an option for the distribution of vaccines in the event of a pandemic. Detailed planning is underway to ensure rapid distribution as soon as the FDA authorizes one or more vaccines. HHS and DoD announced agreements with CVS and Walgreens to provide and administer COVID-19 vaccines to residents of long-term care facilities (LTCF) nationwide with no out-of-pocket costs. Protecting especially vulnerable Americans has been a critical part of the Trump Administration’s work to combat COVID-19, and LTCF residents may be part of the prioritized groups for initial COVID-19 vaccination efforts until there are enough doses available for every American who wishes to be vaccinated. The Pharmacy Partnership for Long-Term Care Program provides complete management of the COVID-19 vaccination process. This means LTCF residents and staff across the country will be able to safely and efficiently get vaccinated once vaccines are available and recommended for them, if they have not been previously vaccinated. It will also minimize the burden on LTCF sites and jurisdictional health departments of vaccine handling, administration, and fulfilling reporting requirements.

November 12:

HHS and DoD announced partnerships with large chain pharmacies and networks that represent independent pharmacies and regional chains.

Through the partnership with pharmacy chains, this program covers approximately 60 percent of pharmacies throughout the 50 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. Through the partnerships with network administrators, independent pharmacies and regional chains will also be part of the federal pharmacy program, further increasing access to vaccine across the country—particularly in traditionally underserved areas.

HHS Secretary Alex Azar and Acting Defense Secretary Christopher Miller oversee OWS, with Dr. Moncef Slaoui designated as chief advisor and General Gustave F. Perna confirmed as the chief operating officer.

To allow these OWS leaders to focus on operational work, in the near future the program will be announcing separate points of contact, with deep expertise and involvement in the program, for communication with Congress and the public.

Congress has directed almost $10 billion to this effort through supplemental funding, including the CARES Act. Congress has also appropriated other flexible funding.

The almost $10 billion specifically directed includes more than $6.5 billion designated for countermeasure development through BARDA and $3 billion for NIH research.

These innovations can be applied to more than just infectious disease. mRNA technology directs cells to make protein—insulin, human growth hormone, and thyroid hormones are all proteins.

Through the efficient factory of the human body, mRNA technology could someday produce long-lasting insulin or better growth hormones. The adenovirus-based vaccines (this is a different technology from mRNA and consists of adenovirus that has been engineered to give the signal for an antigen), as they become increasingly precise, can be used to target cancer using an immune response.

Dr. Hepburn says, “I hope that infectious diseases will be much better controlled in the future. With new technologies we should be able to aspire to take pandemics off the table.”

Despite this success, there is no particular reason to assume that going forward, the manufacturing of biologics will be centered in the U.S.

DARPA, the Defense Advanced Research Projects Agency, discovered this industry resistance to new vaccine technologies firsthand when it attempted to develop vaccines using mRNA.

As early as 2010, DARPA began a program to investigate and fund this radical new approach to vaccines, but traditional pharma companies weren’t interested in developing this technology further, at least that time.

Then, in 2013, DARPA made a $25 million grant to the recently founded biotech firm Moderna Therapeutics. The company would make vaccines using mRNA technology (notice the last three letters in Moderna’s name).

Dr. Dan Wattendorf, who spearheaded DARPA’s mRNA vaccine work, explains: “DARPA’s early investments de-risked the technical problem. But they didn’t solve the fundamental capital shift we needed.

Though mRNA for vaccines was clearly a transformative technology, there was no capital or industrial policy vision for scaling it up. The funding of research and development and clinical trials to develop a new manufacturing process takes billions of dollars.”

When COVID-19 hit, “the U.S. government flexed its muscles and capital rushed into the system,” Wattendorf says, “that capital was critical for the scale-up in manufacturing and distribution and partnerships for clinical trials. But as much as OWS was a success, reactive emergency funding is not a predictive way to plan.”

The industrial policy efforts by OWS were extensive and went well beyond funding. They included prioritizing vaccine technologies for development, supporting clinical trials, building manufacturing capacity, mapping supply chains, sharing technology, implementing the Defense Production Act, project management, logistics, and guaranteed demand.

Though Warp Speed involved public-private partnerships, to claim OWS’s success was simply the product of the market is as absurd as arguing that the Manhattan Project was fundamentally a free market exercise (though it too involved private companies).

Dr. Michael Callahan, an infectious disease specialist at Massachusetts General Hospital and Harvard Medical School and special adviser on COVID-19 to the assistant secretary of preparedness and response (ASPR), emphasizes just how radical these results were: “No one is going back to the 11-year development cycle.”

He explains that industrial policy efforts were key to Warp Speed’s success: “OWS completely took away R&D risk and regulatory risk,” Callahan says. He adds, “Warp Speed could not have happened if the technology had not been developed to move this quickly. We got very lucky with mRNA.”

Tiberius was specifically developed for Operation Warp Speed — the collaborative effort led by the Department of Health and Human Services and the Defense Department to develop, manufacture and deliver safe and effective COVID-19 vaccines to Americans.

Incorporating information from a multitude of sources including the U.S. Census, Vaccine Tracking System and commercial logistics companies, Tiberius provides visibility of each effort within Operation Warp Speed — from manufacturing and allocation of vaccine to granular planning of vaccine administration sites to the provider level.

The jurisdictions — 64 U.S. states, territories and large metropolitan cities — work inside the Tiberius platform to decide where their allocated doses will go, from local doctors’ offices to large medical centers. These decisions are then sent to distributors to deliver vaccines across the country.

With information from both federal and local sources, Tiberius can provide a zip code-by-zip code view of priority populations, including frontline workers and nursing home residents.

The big win for Trump in the scotus today was not the resumption of deportations under the AEA(alien enemies act) (but that was big also). The major win was the court narrowing the federal district judges’ jurisdiction They once again narrowed the apability of the APA (admnistrative procedure act) which is the main law the vast majority of these unconditional judicial rulings have been made under.

 The left is using the APA like Macgyver used bubble gum to get them out of sticky situations. Without the APA, they can’t judge shop as much. They can’t make class action lawsuits that have national injunctions attached. 

In short, the scotus with this order, along with the one last week, is narrowing the use of the APA to reign in the lower federal district courts. There are already judicial remedies for almost all of these cases that do not involve a hand-picked federal district court needing to issue a national injunction or TRO.

Grants and contracts should be brought in federal claims court.

Immigration issues should be brought as habeas cases, and most can be held in front of immigration judges. 

Goverment firings should be brought in front of the merit systems protection board. 

The left doesn’t want to follow proper procedures for a host of reasons, like added costs, unfriendly judges could set precedent, extra work, time, etc.  So, they invented the APA macgyver option. Hence, about 50 TROs/injunctions later, the scotus is smacking this practice down and telling them that this effort will not result in favorable opinions for them.

 In short, the scotus is telling the federal district courts not to draw outside the lines regardless of the merits of the case because they will be denied on jurisdiction grounds if they reach the high court.

The wording has caused fury among some in the academic community, with one professor calling it ‘insulting’ and a women’s rights campaigner calling it ‘another ridiculous example of attempting to rewrite history.’

It is, indeed, an attempt to rewrite history. It is an attempt to erase Joan of Arc’s femininity and the remarkable deeds she did, not only as a teenager leading an army in the 1400s, but as a teenaged girl. This is insulting to the memory of Joan of Arc, and it’s insulting to France and its history. Now, there’s a long history of Britain and France tossing insults at each other, but this isn’t just an insult; it’s an utterly absurd abandonment of any semblance of reality.
“Non-binary,” of course, wasn’t even a concept in the 1400s. One noted scholar of French history has already weighed in, as has a women’s rights advocate:

‘Joan of Arc fought as a woman and died as a woman,’ Robert Tombs, professor emeritus of French history at the University of Cambridge, told The Telegraph.

‘To call her something else is insulting to her and indirectly to all women who are brave enough to risk their lives for their beliefs – as if women are incapable of heroism.’

‘This is yet another ridiculous example of attempting to rewrite history and erase strong, rebellious female characters from our past,’ Carolyn Brown, of the Women’s Rights Network, added.

She called it ‘another example of the junk science of queer theory being visited on children’ and claimed non-binary was a ‘nonsense term’.

This crap likely started in 2022, when the Globe Theater put on a play entitled “I, Joan” which presented Joan of Arc as “non-binary.”
History is replete with examples of tough, determined women, some of whom were even involved in armed conflict, from Joan of Arc to Anne Bonney. But stupidity like this effectively erases their place in history, reducing them to fictional avatars for a reality-denying social agenda. Once again, Clark’s Law of Social Issues Degradation applies: “Every social movement will continue until it reaches absurdity.”
This is well beyond absurdity. It’s deliberate dishonesty in support of an agenda that, likewise, denies reality. Joan of Arc was a woman, in fact a girl, and her courage and determination were legendary. She was a military leader at a time when a woman, much less a teenaged girl, wouldn’t have been thought capable of such. She was burned at the stake before turning 20, in part due to this; one of the charges against her was that she had blasphemed by wearing men’s clothing.
Catholic or not, French or not, Joan of Arc was someone we should admire for what she was: An incredibly brave young woman who inspired thousands. And she was a young woman, nothing else but. This is a fact – and it’s a sad statement in the British education system that she has been reduced to a symbol for a fundamentally reality-denying agenda.”

Back in the day, during my Export/Import Biz, I did a lot of work in Central America, especially El Salvador.

Their picking methods were totally mechanized *to a point*

The harvesters would run the fields and take at least 90 – 95% of the growth.

BUT, after that, the owners would “hire” folks to pick the remaining, and I can tell you it was A LOT!! In those days, nothing was wasted. After the human hands had finished, there was NOTHING left on the plants.

OK, I’m going to say it, consequences be damned, but the relief of that female NATO admiral compels me to say what I am about to say.

The problem with women in the military is not just that most of them are not physically able to perform in physically demanding MOSs.

Here it is:

The bigger problem is that as we see more and more women at very high ranks (three- and four-star generals and admirals), we see our military becoming more and more feminized.

While modern feminists will deny it, the simple fact is that the brains of men and women are wired differently. Men tend to think more aggressively, with less regard for emotion and a tendency to make decisions quickly and without needing to get buy-in from everyone affected by the decision. Women, OTOH, tend to be less aggressive, rely more on emotion and giving weight to the emotions of others, and they seek cooperative solutions in a group which everyone can agree on.

In a purely cultural sense, men are not better than women, and women are not better than men. In fact, for a civilization to succeed, the mental tendencies of both men and women are entirely necessary, as they balance each other out in a positive way. It’s how God made us—we complement each other.

But warfighting is different. Successful warfighting leadership (i) involves quick and effective decision making, (ii) requires ruthless aggression, (iii) demands a wartime disregard for emotions that are incompatible with killing the enemy, and (iv) leaves no room for “consensus building” when the enemy is hurling himself at your perimeter.

Bottom line: the mental framework of women is incompatible with warfighting. Yes, we have had women across the force for decades now, but formerly only in support roles. Like men, most have served bravely. However, it is only fairly recently that we have installed women at the top of warfighting formations like infantry divisions, combat naval ships and groups, and national-level combatant commands. As a result, the female approach to problem solving has permeated our once ruthlessly effective warfighting units.

You cannot. (It’s actually worse in the military, as military leaders are taught to adopt the commands of their superiors, and adopting feminization is death to warfighting.)

I have served with MANY brave and effective female soldiers. But they were not commanding combat units.

I am retired from active duty, so I can say all this. I thought it the whole time I served on active duty (and I served in gender-integrated units my entire career), but could never say what I thought out loud unless I wanted to end my career then and there. (And for those of you who will try to criticize me for that, realize I walked away of my own accord as an O-6 after two below-the-zone promotions and a still promising future—I had enough.)

The shame is, any competent male officer on active duty today knows that what I say is true, but they have to keep their mouths shut and superficially embrace the idea of senior female officers deciding how they live or die in a feminized military.

We need to somehow reverse course and get back to the military of Patton, Puller, Halsey, Lemay and Schwarzkopf, and not the military of Vice Admiral Shoshana Chatfield.

And that is my position and always has been. Support roles are fine, but ONLY support roles.

I also agree that men and women are ‘wired differently’ and that is great. TAKE ADVANTAGE OF IT!

In my profession we found women make great inspectors. They do not get tired of the repetition AND they SEE stuff men just plain miss.

In one company we have over 30 inspectors. No matter how many guys were hired, NONE LASTED more than a month or two so we had an all women inspection crew.

I never see this mentioned in discussions about women in the military, and I think it needs to be in the forefront.

The Left pushes the idea that men and women are alike and interchangeable. The idea of feminization seems completely off their radar (and masculinization too, for that matter). They are trying to destroy the norms of men being masculine and women being feminine. I used to hear the term “feminine” (and worse, of course) applied to men who act a certain way, but that has gone by the wayside because of “political correctness,” which is censorship of speech and expression.

So yes, we need to emphasize that the military should be masculine because the feminine is different and not suited to the goals of the military. It’s a shame that society has reached this point, but I know there are millions who know the truth. They have just allowed themselves to be silenced. Thank goodness we have an administration full of people who will tell the truth and also act on it.

Biden Administration Concealed Congressionally Mandated Report on Earliest Suspected American COVID Cases

Seven Americans may have contracted COVID-19 in Wuhan in October 2019, several months before the reported start of the pandemic, according to a bombshell military report obtained by the Washington Free Beacon that the Biden administration concealed from the public.

The December 2022 report, which the Biden administration was required by law to release to the public over two years ago but didn’t, reveals for the first time that seven U.S. military service members contracted COVID-19-like symptoms during or after their participation in the World Military Games in Wuhan in October 2019—contradicting the Biden administration’s public claims in 2021 that there was no evidence that any American participants contracted the virus at those games. The revelation adds to a mounting body of evidence that the virus was circulating in Wuhan for months before China disclosed it to the world in December 2019 and further bolsters the growing consensus that it could have leaked into the human population from a Chinese lab.

The 2022 National Defense Authorization Act required the Biden administration to make its report on the 2019 Wuhan World Military Games “publicly available on an internet website in a searchable format” by the summer of 2022. Though the Biden administration transmitted copies of the two-page report to the House and Senate Armed Services Committees in December 2022, it didn’t see the light of day until sometime in late March when the Trump administration quietly uploaded it to a Defense Department website.

The potential COVID-19 illnesses from the American participants in the Wuhan World Military Games appear to have been a closely guarded secret of the Defense Department. Chinese authorities have suggested since as early as February 2020 that America could have unleashed COVID-19 into Wuhan through their participation in the World Military Games. Former Biden Defense Department spokesman John Kirby told the Washington Post in June 2021 that the military had “no knowledge” of any COVID-19 infections among the troops that participated in those games.

The first Trump administration issued similar statements regarding the Wuhan games. In June 2020, the Pentagon told the Prospect that it did not test any of the American troops that participated in the games because they were held “prior to the reported outbreak.”

The games were held within close proximity of the Wuhan Institute of Virology, where Chinese scientists, backed by U.S. taxpayer funds, conducted risky gain-of-function research on the same sort of bat coronaviruses that caused the pandemic. That research, which was supported by former National Institute of Allergy and Infectious Diseases director Dr. Anthony Fauci, “almost certainly caused COVID-19,” Rutgers University professor of chemical biology Richard Ebright told the Free Beacon.

The American military athletes traveled to and from Wuhan via Seattle-Tacoma International Airport, according to the Prospect, which noted that Washington was one of the earliest COVID-19 hotspots in the country.

The report speculated that other respiratory infections could have caused the COVID-like symptoms exhibited by the seven service members and that there was no “statistically significant difference” in COVID-like cases at the military bases those soldiers were stationed at compared to those without them. The seven soldiers all recovered from their symptoms within six days.

The Pentagon did not disclose when it discovered the potential illnesses. The Pentagon declined to comment

Knowledge that U.S. troops may have contracted COVID-19 in Wuhan during the October 2019 games may have been well received by U.S. allies. Military athletes from Germany, France, Italy, and Luxembourg who competed in the October 2019 games also reported coming down with COVID-19-like symptoms during their stay in Wuhan, which they described as a “ghost town,” the Daily Mail reported.

Ebright, one of the most prominent academic proponents of the theory that COVID-19 leaked from the Wuhan Institute of Virology, said he was appalled that the Biden administration concealed crucial information about the first potential American cases of the virus from the public amid the ongoing debate over the pandemic’s origins.

“It is an outrage that the Biden White House and the 118th Congress Senate and House Armed Services Committees did not publicly release this information when it became available in 2022, but, instead, withheld this information for the duration of their terms,” Ebright told the Free Beacon.

“This new information strengthens U.S. and allied intelligence data indicating that COVID-19 was circulating in Wuhan in October-November 2019, U.S. and allied intelligence data indicating that researchers working with genetically enhanced SARS viruses at Wuhan Institute of Virology contracted COVID-19 in October-November 2019, and phylogenomic data indicating that the virus that causes COVID-19 entered humans in July-November 2019.”…
