This anon believes that the target audience for the revealed information was foreign governments. Possibly, but I would venture a guess that it was a domestic political hit. Supporting the NSA after this drop would be like Kryptonite for any Congress critter.

Why did @Snowden only attack NSA?
Snowden’s mission was to destroy, disrupt and disable the NSA. He was the CIA plant designed to slow down the military survellenace of the deep state. NSA is a military agency, it protects the “State”. But when the bad actors working with the CIA understood that the NSA was targeting them, they tried to kill the NSA, or greatly weaken it. Think an arrow to the knee. The arrow was Snowden, the Knee was the CIA, the body was America (and the free world).
Where did @Snowden work prior to NSA?
From 2006 to 2009, he worked at the CIA.
Why did @Snowden pick ‘RUSSIA’ as his SAFE-PLACE?
Plausible deniability. Pin the tail on the Russian donkey. China said “fuck off” to Snowden. Russia, as always, said “OK”, but his welcome mat is worn out. Putin knows everything, Russia always knows everything, its always best to assume Russia knows everything, same as the NSA, they know everything. NSA tactics were revelead. Software, hardware and personal assets were exposed and reverse engineerd. Bad actors (Iran, China, Nth Korea, Russia., ect) were given a ‘head up’ to what NSA was doing in order to disrupt the deep state agents who the NSA had under survelence. Snowden was “running cover”.
How do you avoid data privacy laws?
Move to a jurisdiction (country, Australia, UK, NZ etc.,) where the laws are weak or not applied to you.

The NSA discovered the corruption, going back to the 1960’s. In their task of defending the state (America) they exposed the corruption, the ones they exposed wanted to keep power and cover their tracks. The NSA is a MILITARY organization, it responds to threats.
The threats are domestic.
Why was the Agency protected/sheltered?
The “Agency” is a tool of those who use it for power and control. It is corrupt and corrupted.
